how can I find out when the lowest morgage interest rates will be?

You can’t because the market is a bit volatile so you can’t really pick and chose the mortgages as you could do before.
Mortgage rates are tied into the 10 year T bills. The banks funding for mortgages are tied with those rates. Then they charge the points from that point.
Currently look at BankRate. This will give you the current trends.
